A Stepney car often stands for days at a time, which is how most flats here get discovered: on the way out, not on the way home. The damage itself was collected on the A13 or the A11, both of which run heavy and both of which shed debris onto the streets beside them. The tyre holds pressure long enough to reach home, then lets go on the estate overnight. That is a straightforward job, and it happens on the bay.

Drives, bays and car parks.

An estate car park is the best surface Stepney offers: level, off the main road and usually big enough for the van to park alongside. A resident bay on a side street is the next answer, with the car left square to the kerb. Tobacco Dock has public parking within reach for anything still driveable. A supermarket bay is short stay and watched by camera, which makes it a poor plan. The A11 and A13 kerbs cannot be used at all.

The map of calls follows the estates. Blocks off Sidney Street, the streets running down towards Butcher Row, the flats around Stepney Green, and the terraces up towards Cambridge Heath Road. Controlled parking runs across almost the whole of it, so the fitter asks for the block and the bay number before anything else, and for whoever can lift a barrier if there is one. Commercial Road and Mile End Road are red routes with bus lanes, which rules out the kerb on either. What rules nothing out is a resident bay, an estate car park or a garage court behind a block, and those cover most of E1. The ULEZ applies here as it does across London, against moving vehicles only.
