A paid bay on one of the streets off the Strand is the likely working spot, the car left square to the kerb with the wheel coming off on the footway side. A basement under a hotel or an office block is better where you have the use of one. Bloomsbury Square Car Park, if the site allows it, takes a car that still drives and has space to work in. That rules out the piazza and the pedestrian streets, the bridge approaches, and any loading bay that is turning over.
Cover maps onto the surrounding streets rather than the piazza: the Strand and Aldwych along the south, Kingsway and the Strand Underpass to the east, Charing Cross Road and Shaftesbury Avenue west, and the Seven Dials and St Giles fringe above. Working surfaces are paid bays, hotel and office basements, and the handful of public car parks near enough to count, Bloomsbury Square being the obvious one. Waterloo Bridge, Lancaster Place and the Victoria Embankment take traffic towards the river and are no place for a jack, and the pedestrian streets are shut to a van regardless. Everything here falls inside both the ULEZ and the Congestion Charge zone, and neither touches a car standing on a bay.

Can you reach a car parked inside the pedestrian area?
Not with a van, since those streets are closed to vehicles. If the car is somehow in there it has to come out to a bay on the Strand or one of the side turnings first, and then the wheel comes off wherever it has landed.
Which car park near Covent Garden has room to work in?
Bloomsbury Square Car Park is underground, public and big enough that a wheel can come out alongside the car. It is a short drive up Kingsway from here. Give the level and the space number when you ring so nobody walks the whole floor looking.
A tyre went down on Waterloo Bridge. What now?
If it still steers safely, carry on across and turn off at the first chance, or come down onto the Strand and into a side street. The bridge and Lancaster Place run traffic in both directions with nowhere at all to stand clear of it while a wheel is off.
